Utility Concerns:
RE: Metered Sewer Rates - as of June 26th, '09

Dave Krock, Village Engineer and Linda Baker, Village Fiscal Officer met with representatives of D.O.E.S. yesterday afternoon.  The information they have received from Cleveland Water should facilitate 75-80% of our residents receiving metered bills by August.  The balance of those residents will continue to receive flat rate bills until their information is obtained.  D.O.E.S. will continue to work on this situation.

In July, residents will receive the Final flat rate bill for approximately 1/3 of the quarter.  The next month, they will receive a metered bill for approximately 2/3 of the quarter.  Residents are asked to notify D.O.E.S. if there is a problem with their water bill as this will directly affect their sewer bill.  Even if Cleveland Water makes an adjustment for them, they should still contact D.O.E.S.

Condominium occupants that have a single water meter for several units are currently being billed the flat rate.  Condominium associations will need to amend their by-laws stating they will take responsibility for the sewer bills, much as they have done with the water bills.  This information must then be sent to D.O.E.S.  If this is not done, those residents will continue to receive a flat rate sewer bill.

RE: Explanation regarding NOPEC residential electric governmental aggregation Pricing- as notified on July 20th, '09
NOPEC wishes to explain the residential customer pricing information you may have seen in recent advertisements.  For eligible residential customers in NOPEC s member communities (rate code RS), the base rates for electricity usage will be a fixed rate as follows:

$0.0651 per kWh in August 2009
$0.0559 per kWh for September 2009 - December 2009
$0.0584 per kWh for January 2010 - May 2010
$0.0680 per kWh for June 2010
$0.0724 per kWh for July and August 2010
$0.0621 per kWh for September 2010 until your January 2011 meter reading date

The base prices above include generation, transmission, generation related components, which are charges associated with the costs of purchased power and the cost to deliver the power through the transmission system and alternative energy resource requirement compliance costs, plus an uncollectible costs adder of $0.000539/kWh.

On average, these base prices are presently estimated to be lower than the Price to Compare by the following percentages:

About 12% lower in August through December 2009
About 8% lower in the first six months of 2010
About 2% lower from July 2010 through your January 2011 meter reading date

NOTE: These discounts are not cumulative. Actual discounts may vary from the stated current percentage discounts over the period of your service because your Price to Compare may change over these periods based on your usage, seasonality or any changes made by the utility to its calculations.

Also, due to the tiered structure of the utilitys residential electric generation rate for the months of June, July or August, your actual savings during those months will be lower for customers whose monthly usage during any of those months is below 950 kWh.

Certain residential customers (for example customers eligible for the residential non-standard credit provision under rider EDR) are not eligible for NOPEC s program.  Those customers should evaluate other offers before making a decision to change suppliers.

For a more detailed explanation of the NOPEC governmental aggregation pricing please review the opt-out materials you received in the mail or if you have further questions regarding the NOPEC governmental aggregation pricing, you may call NOPEC/GEXA at 800-292-9284.
